Your aquarium is of approx 340 litre or 90 gallon. With a depth of 2 feet. Think you need to put more light if you're planning to put some mid to high range plants. Hygro and cobamba might not do well in low light. As for the rest, they will do just fine. As for DIY CO2, you can go for Yeast and Sugar mix. It's cheap, and easy to maintain, only con is that you can't control the flow. Better wait for the experts comments.

take out shrimp from your list and light requirement from my point f view 4x36 watt pll. think about lab grade fert and DIY sugar yeast is not enough for your tank size try for excel dosing and save your sugar for good cup of coffee, dose some macro as well. wave maker to create flow and canister filter. Otherwise setup will going to give you trouble.

Keep the shrimp in separate small setup. I have little bit confusion about LED spectrum. Try to modify the cover and fix pll, that will solve your purpose. You need lots of flow inside your tank.
