Suggestions requested for a 30g Nano fowlr start up

Hello friends.

After a long time, i have been able to settle a bit and wish to start a fowlr tank.
After a lot of googling, i have thought of few things and made notes of few. But am sure, have missed plenty.

I am trying to make this DIY as much as possible.

ATM i am trying to get to the point of starting the nitrogen cycle.

So here goes the details:

Tank: 8 mm glass

60cm X 30cm X 45cm ( approx 20 gallon )

Sump:
At the rear end of the tank:

60cm X 15cm X 45cm ( approx 10 gallon )

Followed with a shopping list which includes, but not limited to:

Salt - Please suggest a good one. Is vinit desai on ebay a recommended source? what is the going rate of 22kg bucket?
Any recommended seller in Kolkata? What is the going rate of 22kg packs of readily available brands? what sort of shelf life do they
have ( I ain't gonna have a big tank ) ?

Test Kits - I am viewing API salt water master? whats the going rate? and best source in city as well as online?

Filter media -

Live rock - I'll pm the "willing to help" members for contacts, i know its a hush hush.

Live sand. - again, I'll pm the "willing to help" members for contacts.

Thermometer, refractometer, PH meter - Online prices are attractive! but, is it a good source?

Return pump - I am thinking Sicce. Please comment/correct.

Skimmer / heater - again online prices are attractive! but, is it a good source?

Lights - i am thinking power compacts at the moment. Good enough? Stay away?

That was the list, please suggest whats missing? and what should ideally be my plan of action.

If all goes well, Next season i might get chiller and aim for a reef.

Please guide me through guys!! I am getting into it almost after two decades.

Thanks Sourav, Will appreciate if you give gimme a bit of info on how it should be ideally.

BTW, the tank size have changed a bit, now its 90 cm long and 30 cm high. width remains same.
and i have realized that the skimmer should be placed before the refuge.

Better locate the skimmer in first Chember.

Salt : blue treasure is good in its price. Rs 900 per pack. Rs 2600 for 20 kg bucket i guess. Best salt is seachem or instant ocean.
Sand : coral reef sand is a good go. Rs around 1400 for 20 lbs.
Rock : you need to collect from here and there.
Pump : sicce is good.
Thermostat : eihem or fluvial or hydor. Never depend on cheap heater. My fish has boiled by using them.
Test kit : api is good if you take master kit. Or else red sea or seachem master kit.
