IMO this is going to be risky. this would have been ok if you have used normal iron , those holes will reduce the structural strength.

its better to be safe than sorry .

your tank is going to heavy , water weight + rocks + substrate .

Only solution to have a tank in this rack is by reducing the height to max 12".

It would be stupidity to keep anything on this rack btw. If you make a cube you could possibly make a 3'x3'x12" with extra cross supports may be you can get away with it.
